Ye’, different European countries have slightly different plates, some are hite front and rear, Italian plates have blue identifiers - one on either side of the licence plate, some ScandWegian countries have different colour plates to denote tax and purpose of vehicle (such as taxi, company vehicle, tax exempt , etc... status ).

I’m surprised you could tell with the plates blurred. I see a yellow with blue square type on some but then some others have all white front plates.
In the US the truck, government vehicle, bus, taxi, etc plates tend to just be plain white while privately owned passenger vehicles get the interesting plates. There’s been a recent trend towards states having more complex backgrounds. Georgia’s most recent design is pretty good.

You tend to get good at spotting plates from the states bordering yours but other states just have such iconic designs anyone can recognize them. Like New York and California. Ohio is up there too.
